Peter was appointed as a Town sculptor with Newport Architectural and Housing Department, with a brief to develop ways of contributing to the public realm of the town, with a relatively low client expectation. He got interested in how the Newport’s riverfront become separated from its town centre by a four lane orbital road and had fallen into general misuse. Whilst the Council started to investigate bringing the town centre and the river together again, the actual regeneration strategy was not yet in place. In response, he proposed that the first stage of the riverfront, vision should be a totally art-led project. At the heart of the proposal was a concept for a new riverfront promenade, centring on a monumental sculpture, symbolizing the importance of steel production and of the Newport docks.
